This module addresses the four main risks that the Protection of Scientific and Technical Potential (PSTP) addresses to safeguard national and international security. Firstly, the module examines the risk of misappropriation of knowledge affecting a nation's economic interests. It then highlights the risk of unauthorized transfer of technologies likely to strengthen foreign military arsenals. The third risk is linked to the proliferation of weapons of mass destruction, and finally, the module deals with the threats posed by terrorism, in particular the malicious use of scientific and technical knowledge.

The Four Main Risks of PPST

Protection of Scientific and Technical Potential (PPST) aims to secure knowledge and technologies in the face of four major risks.

The first is the threat to national economic interests. The detour of discoveries or know-how to competitors or foreign countries can compromise a nation's competitive edge, affecting its economic growth.

The second risk concerns the strengthening of foreign military arsenals. The unauthorized transfer of technology can inadvertently help foreign powers strengthen their military potential. The PPST intervenes to prevent such leaks.

The third risk concerns the proliferation of weapons of mass destruction. The PPST ensures that information and technologies that could be used to develop nuclear, biological or chemical weapons do not fall into the wrong hands.

Finally, the fourth risk is terrorism. The protection of technical knowledge aims to prevent sensitive knowledge from being exploited by terrorist groups to design weapons or organize attacks.

PPST thus plays a key role in protecting national and international security.
